'Stop-and-frisk', an American epidemic, has become acceptable by local police forces to view black and Latino males in inner cities as criminals first, and as citizens maybe. According to records, stop-and-frisk has not decreased crime. The New York Civil Liberties Union and the Center for Constitutional Rights have been documenting this for years.
